Turnaround time at Registo Civil de Ponta Delgada

On June 2, I filed a request for a narrative birth certificate of my paternal grandmother by emailing all required data and copies of my own birth certificate and ID to civil.p...@irn.mj.pt

Three months later, I still have no answer. 

Have you had a similar experience? 

Is it normal to wait this long? 

I've called countless times, but they never pick up the phone.
