Trying to understand an Exposto record (1862, Fenais da Vera Cruz)

I was hoping those who known Portuguese better than I do (which is pretty much everyone...LOL) can help me understand this record.  It involves an exposto named Luciano.  Is it saying that he was adopted by Maria de Jesus, wife of Joao Pacheco Grande?

Also in the side margin it seems to be saying he is the child of Maria Pacheco.  Is that correct? Is it inferring that Maria de Jesus is the birth mother, too, or just someone name Maria Pacheco? What do the numbers after stand for?  

I believe Joao Pacheco Grande is the son of Manoel Pacheco and Marianna Rosa, and grandson of my ancestors Joao Pacheo and Francisca Theresa.  Maria de Jesus would have been his 3rd wife, Maria de Jesus Pacheco, daughter of Manoel Pacheco and Anna de Jesus.  (I have not connected them, but they could be related, too)

Mel, The main body *might* say that he was given to Maria de Jesus, wife of Joao Pacheco Grande, to nurse. There's some words before that I'm unfamiliar with, so a native speaker will have to help out here.

The side margin says the mom came and claimed him. He was the natural son of Maria Pacheco. Of book 7, number 2. That's how I read it. I'm not sure what it means. I don't see any legitimization books for the 1860s.  Cheri

From what I can read it says:
Exposto number 941 na roda da cãmara deste concelho do dia primeiro do mesmo mes de setembro e ano de 1862 pelas dez hóras da manhã nesto mesmo dia foi dado a criar pela mesma cãmara tendo os signais constantes do livro da matricula da mesma á Maria de Jesus....

In English:

Exposed number 941 in the wheel of the town hall of this municipality on the first of the same month of September and year of 1862 at 10 hours in the morning in this same day was given to care for by the same town hall having the constant signs of the registration book of the same to Maria de Jesus...

Can't really make out the first few letters on the margin but it definitely says :
Filho natural de Maria Pacheco.

From what I researched before the "roda da cãmara" was the place where babies were brought to be cared for.

The additional text appears to be: 

exposed aware it was determined forty-one, on the window/in the seat of the council on the first day of the said month of September, year 1862, 
...and from the same Council having signed the book of Godmothers the lady Maria de Jesus, the wife of Joao Paulo Pachio the big (Senior), a peasant

I wonder if the forty-one was the temperature? And yes, they chose Maria de Jesus, the wife of Joao, out of the book of willing Godmothers to take abandoned children.

No, the temperature could not have been 41. They use Celsius there. Don't know how they figured out the temperature in the 1860s. 41°C is about 110°F. No, the Azores are not that hot! Also, temperature wouldn't be found in a baptism. It's exposto #41 for that year.

Thank you all for your responses!  This is really interesting to me.  I have not had an orphaned baby associated with my family before.  So, my relative was listed as someone who would be godmother to these babies.  

The link provided an interesting history.  I had heard of the "wheel" before, but didn't really understand the concept.  Now I have a much better idea of what it was.

For the record. The baby was given to be raised by Maria de Jesus.  She was The nursemaid not the Godmother. The exposto baby was given the number 941 and was entered in the book of registration.
