Graciosa, Santa Cruz, Graciosa exposta record

Hello ,

I have this exposta record for a ROSA Baptized on 24 Sep 1889 in Graciosa, Santa Cruz, Graciosa. She was left in the care of Maria Candida and at the home of Mariana Rosa da Cunha.

The question I have is how can I get access to the Municipal Chamber for this Municipality? This baptism record seems to describe Number 13 of this register, and I would like to locate the actual birth of Rosa. 

Is the birth really 23 Sep 1889 or possibly 4 weeks earlier?
