During the short two-year period of its existence, prior to the Bolshevik invasion of Azerbaijan in April 1920, ADR established functioning secular democratic institutions, granted universal suffrage rights to women and secured Azerbaijan's international recognition. Recalling his meeting with the Azerbaijani delegation in 1919, President Woodrow Wilson remarked that the Azerbaijanis shared his ideals of liberty and justice.
