Help ID these stories?

Can anyone could help me to identify the story and author of the following
two short story plots?

1) An intergalactic empire collapses because they have lost access to their
information system and archives. The historian or archaeologist of an
Earth exploration team tells this in retrospect.

2) An advertising man helps solve Earth's overpopulation problem by
convincing people to go on non-existent "vacations" to Mars. They are, or
course, just shot off into space.

The second story is rather famous I think but I just can't retrieve the
author from my memory banks. I hope it is not a case similar to the first
story! Any leads grateful received via email or posting to group.
