Hi Kent,
The buffer was put in place last year because Charlie had pointed out that there was a conflict between Law 7 (which is directly addressed in one of the questions in the regional exam) and the region (area?) directive not to add time to games due to scheduling. Honoring Law 7 with short buffers between games was causing games to overrun their time slots. It was especially a problem in U8 games, but was also appearing at Miller last season. The buffer was put in place to alleviate that issue.

All,

Here are my thoughts.

Kent is right that 90 minutes is enough time to complete a U14 game,
even with the full 10 minutes halftime and the very rare 5 minutes of
stoppage time (total for both halves).

We do sometimes have trouble staying on time at Miller West.

I believe this is due to three factors.
1. Not starting on time due to team availability. If one team is only
half present at kickoff time, we wait 10 minutes. The Evergreen teams
used to be particularly bad for this.
2. Schedule confusion. Sometimes we have three teams showing up for a
game, or just one. This requires sorting-out.
3. Not enough experienced referees to perform inspection and coin-toss
before the prior game finishes.

Any of these issues will put the whole day behind, but they are all
fixable with administrative effort.

I think that we will have more referees this season :-)
