Intent do define the concept of an API user key.

Purpose: The OpenID provider may have APIs that perform data access
operations based on an opaque user key. These keys may be legacy user
identifiers or may indicate some principal that is controlled by the
user.

Proposed format: Normalized string http://www.w3.org/TR/xmlschema-2/#normalizedString

Proposed URL format: http://axschema.org/api/user_id

I'm also interested in an API that allows certain access to user's data
(personas, ax) from a non-openid-based systems (e.g. a cellphone app)

A manner of demostration, this api would be similar to facebook
connect.
