I think you're asking the wrong question, in the wrong place. Unless you're question is related to the extended Chrome user access features, the better forum is the Chrome Help Forum. You can open a new Chrome
help topic here. Mention the URL here and I'll pick it up on the other side (my main stomping ground).
The first question should be why is Chrome Bookmarks Ctrl-A breaking. I just selected all for 2000+ bookmarks on Chrome 68.0.3440.84, no problem.
Bookmarks are shared (synced) between the local Chrome app and the Google cloud sync server - which means you can't just delete some resource file and kill them. They will repopulate from the server.
Let's try to get your Chrome (bookmarks manager) healthy. Then you can use Munim's Ctrl-A process if you want. If it's healthy, all you have to do is delete the top folder, which is even simpler.
If you're using Windows Chrome, try this.
-signout from your Google account
-create a new Chrome profile
-signin to your Google account in the new profile, which by default has sync all on.
-set preferences, as you like for: show bookmarks bar, startup...
-wait several minutes for your bookmarks to sync (repopulate) under the new profile
-open the Bookmarks Manager, watch the list grow
-export bookmarks before deleting
-delete bookmarks
