Table Navigation Not Working In Flat Layout

Hi,

The flat keyboard layout doesn't seem to differentiate between table
mode being turned on or off. Altr+ctrl+left/right gives me the
previous/next character. Alt+ctrl+up/down does work sometimes, but most
of the time it doesn't.
