RFE:Connection to CQ and incremental scan

When integrated with CQ it will be nice to have an incremental scan
options.
the sequence should be as follow:
1. Run full scan.
2. Log all bugs in CQ as CQ records.
3. Create a CQ public query to return info for records which are ready
for test.
4. On incremental mode, connect to CQ, run the query and scan only the
records (issues) that have been fixed.
