on discord, in the server, at the top right corner you should find a person icon (member list), click on it to expand the list.
On the list, scroll and find the category of moderator or some sort, right-click on an available moderator (with a green dot or moon icon), select message. Discord should allow DM between parties in mutual discord server, regardless if you have verified the phone or not yet.
you can't PM people in a Server that has the maximum Moderation setting (requires Phone verification) unless you have a Role assigned. let me word that better. you can't PM people in a Server unless you either meet the Moderation setting requirement, or have a Role assigned.
so that's probably why.
and as a side note, you're kinda better off not anyways. that's a Server of like what, 200,000 people? it's literally unusable anyways. 1000 people can already be difficult to have functional Conversations in - enormous Servers just have spam, they don't have Conversations. it's like trying to have a conversation in a Stream Chat that has like 50,000 people in it. it's not possible.

There was a push of scammer accounts, promising gamers game cards and other in game currency. Idiots clicked on the link, filled out a form, and couldn't understand why their discord and bank accounts were compromised.
Discord always had the option to verify an account, as far I recall, it just bigger discord servers changed their guidelines when the scammers targeted their community.
For sharing build ideas, fan art, and the like, you can do that in these forums. If you're looking for a group, you can use the correct chat tab in the game. Most of the smaller discord servers are either owned by content creators or died out from warframe's earlier days (Dojo Ikea).
You could always contact discord directly through their support page. I thought you had an option of a text through your cell or an email. Can't recall.

So while embedding the webhook link into your small, personal website is likely going to be fine, I would not do this for anything major, or if I had a lot of tech-savvy enemies. I also would not do this in a Discord channel that many other people have read access to.
If you are concerned about these risks but you still want to use a Discord webhook for your contact form, you would need some sort of backend to be a middleman for the requests. In fact, I use that approach for my own personal site.
It has come to my attention that this method does not work for *.tk domains. Discord seems to selectively not return the needed CORS headers for TLDs that it does not like. Besides getting a new domain, your only option involves proxying the request through a backend server.
