can I install awx 21 directly using awx-operator, do anyone have clear steps on red hat or ubuntu

You will need to setup a kubernetes cluster running on your machine, for example minikube or k3s, both of these are widely available on linux distros. The official installation instructions demonstrated how to do it with minikube https://github.com/ansible/awx-operator#usage
