Airtel installation issue

We have booked a connect for broadband from airtel, they are asking us to arrange electrician to pull wire as they are not able to pull the internet cable in present conduit.
The AWHO electricians are asking for 1500/- to pull cable.
Is this not the responsibility of Airtel to bring the cable to its end point??
Is the AWHO electrician not asking for an exorbitant amount to bring the cable up.
And if the electrician can bring the cable up, how come the airtel technician cannot bring it up.
Lastly in a scenario where there is monopoly how do we ascertain that this is not a arrangement to fleece money.
Any advice.....
