LOCKING OF THE SECY’S OFFICE BY COL DK SALWAN AND EXPRESION OF NO CONFIDENCE BY THE RWA IN COL DK SALWAN THROUGH THE MANAGEMNT BOARD (MB)
Honorable Members of the Board,
Greetings.
I am in receipt of two letters from the RWA office asking me to hand over the documents and keys of the Secy Office almirah to the Vice President “by 05 Jun 2017 otherwise action as deemed fit shall be taken.” The signatory to letter is not clear as the signature block is not typed. I am not aware of grounds for this request.

2 My understanding of the situation is as follows :-
a. Col Salwan and VP falsely are claiming that I have resigned, in writing though they do not have any duly signed resignation-letter.
b. The UNSIGNED manuscripted draft for typing has been relied on and presented by the duo after alteration /manipulation.
c. Even the draft was addressed to the Honorable Management Board (MB), who have not been shown the original manuscripted draft till date.
d. The MB was to take a decision in the matter, But Col Salwan and the VP arrogated this power to themselves and without the approval of the MB (RWA ?) have taken the matter to the outside entities /agencies, thereby denigrating the RWA.
e. Further the Duo with the connivance of the hired Staff of the RWA, have locked the Office of the Secy, thereby preventing an elected Office Bearer of the RWA from performing his duties as Laid down under “the Act” and Bye Laws of the Township.
f. Further Col Salwan and VP have usurped the duties /responsibilities / powers of the Secy as laid down in the Bye Laws and distributed these between the duo Like minded Members of the MB and RWA staff i.e. HC, Clerical Staff, EO(adm) etc.
g. The Bye Laws lay down that the Office Bearers (OBs) will continue in office till relieved by the New incumbent. Even by this yard stick handing over the keys/ docus / responsibilities to VP is not LEGALLY Valid.
h. Strong-Arm methods as employed for locking the Secy’s Office are indicated /likely to be used. This mail is an alert for the MB / RWA for this likely action and take steps to prevent such vandalism routinely.
i. MB as I understand has repeatedly informed Col Salwan that Secy has NOT RESIGNED, but the Duo Refuses to accept the ‘writing on the Wall’.

3. Honorable Members of the Board, We have passed the resolution of “NO CONFIDENCE in Col DK Salwan”, served it in the RWA Office as well as putting it out in the Public Domain. Col Salwan however, instead of acting in concert with the MB to look for his relief, is trying to By-pass the MB somehow and don the powers of the MB too.
4. Over the Past eight months i.e. during the life of present MB, Col Salwan with the connivance of RWA staff has stood the system on it’s head, arrogated all the powers of the MB to himself avoided the scrutiny of the MB /RWA, and took decisions detrimental to the Township’s interests, arrogantly suppressed dissenting / differently inclined voices of the veteran members. This is common knowledge in the environment.
5. As a moral person in public life after receiving the resolution of no confidence Col Salwan should have laid down office till exonerated. Instead Col Salwan seems to be striving to supplant the MB and RWA.
6. So, with your approval I am asking the RWA Office to stop trying to intimidate OB’s, Open the Secy’s office and let him function with his full powers as detailed in the Bye Laws. As for the functional Docu’s, all those are held between President, VP, HC and EO (adm).
7. Honorable Members, I have tried to keep this missive short, even at the cost of holding back some important contextul info. I look forward to success of our efforts to pull our Township out of this vicious morass-/ set up.
