A meeting for existing members of AWAZ was organised on Wednesday, 19th
of October 2011 at 1:30 PM in the Faculty of Law lawns. The meeting
was to be chaired by Convenor Nisha; in her absence due to ill health, it was chaired by Co-convenor Anurag. Members present:
Anupam
Anubhav
Vivek
Kamlesh
Akhilesh
Surendra
Vipin
Anubhav acquainted the gathering with the agenda of the meeting, which was to review RTI work assigned to members in the meeting on 28th September, to coordinate distribution of
AWAZ Times 2011 and to discuss the Child Labour Act.
Anubhav, as Treasurer, requested all those members who were still to deposit their membership fee to do the same within the next two weeks or so. Vivek, Anurag, Surendra and he himself deposited their membership fee.
Vivek started by acquainting the meeting with the results of a RTI he had fled on allocation and usage of funds allocated to the LLM Students Union. It transpires that even though the said union has not had a president for the past two academic sessions, funds have been steadily allocated to it. Members deliberated chances of swindling of these funds by the concerned PIC.
Vivek also urged members to file as many RTIs as possible for accessing answer sheets, hoping this would precipitate into a movement which would be able to challenge notions of examinational sacrosancy in a court of law. He also circulated a copy of an RTI he filed in this regard. [a
scanned copy of the same has been put on the blog]
The Chair discussed the draft of the RTI that had been assigned to him. This was on layering of funding for law schools/institutes in India. After much debate and feedback from almost all members present, it was decided that instead of querying about funding for all activities this RTI will be about funding for fulfilling the basic, infrastructural needs of institutions and that this RTI will be addressed to the PMO.
Moving on, the Chair then directed the meeting's attention towards the idea of sending complimentary copies of the journal to personages with whom it would be pertinent to indulge in self-publicity and with whom it might be possible, doing so, to network for assistance in furthering our aims as an organisation. These persons were:
Shailesh Gandhi, Ashok Aggarwal, Usha Tandon, Raman Mittal, Prashant Bhushan, S N Singh, P Tripathi, Dinesh Singh, Nandini Suder, Dean & PICs of Law Faculty, Kiran
Bedi, Head of NCPRI
There was contention between Anubhav and Akhilesh regarding distribution of these copies, the former suggesting posting them to concerned persons and the latter advocating personally meeting and handing the journals. After some debate, it was decided that copies would be personally handed to each of these persons accessible within the campus and that for those outside it members may volunteer their time and energy to go, meet them and solicit their interest in the journal.
At this stage, Vivek suggested a copy each of the journal be also deposited in the reading section of all major libraries in North Campus. Otherwise, in all, 22 copies were distributed to members present. A break-up of the same is available with the Treasurer.
Vivek, with due permission from the Chair, left for his class.
Anubhav then requested Kamlesh to discuss the draft of his RTI. It turned out that Kamlesh had prepared two, none of them on the topic originally assigned to him (viz powers and duties of DUSU members). The RTIs he had prepared were on the supposed upcoming campus for the Faculty of Law in Mukherjee Nagar and on criteria for admission to DU hostel for law students. Members unanimously approved these drafts.
Anupam requested the Chair's permission to leave to visit his doctor. As he left, Anubhav asked him to take up some RTI topic from the seven decided in the meeting on 28th September; the topic he, Anubhav, was supposed to file an RTI on being free, he having decided to file on another issue, was recommended to Anupam. Anubhav is to mail a copy of the same to him and the larger group for consideration.
This said RTI - on admission and migration policy/criteria in Law Faculty - was discussed. It was finalised with minor feedback from Anurag and Akhilesh.
Anubhav then read out his RTI. This is on issues related to implementation of the Prevention of Sexual Harassment Ordinance (
Ordinance 15 D) of the University. It was unanimously approved.
Anubhav then requested Surendra, Akhilesh and Vipin to either think up of topics to file RTIs on by the next meeting or choose from any free one, if any, from the list formulated in the meeting on the 28th of September. He also stressed on the distinction of filing as an individual and as a member of AWAZ, pointing that in the latter case filing, archiving and funding becomes a collective responsibility of the group and so even as it's desirable for members to file as many pertinent RTIs as possible, while filing as AWAZ members members should keep the collective, team spirit in mind and work accordingly with general consensus.
Vipin volunteered to work on the topic left free by Kamlesh, viz powers and duties of DUSU members.
Anubhav opined that the group's constitution has become obsolete in certain respects and suggested that members review the group's constitution till the next meeting and bring feedback for amendments in the same should they feel any is/are required.
No other matter remaining, the meeting was dissolved around 3:00 PM. Next Wednesday being Diwali, the next meeting will be on the 2nd of November, 2011 at 1:30 PM in the
Faculty of Law lawns.
