Not automatically starting torrents

Transmission daemon v2.12
It doesn't automatically start added torrents, still have to go to
Transmission Remote Gui and tell it to start them.
From the Tranmission web interface added torrents start just fine...
I have tried Autotrans with no torrents downloading and option "Pause
new torrents - Z" unchecked.
