devel release to become the next production release

I've made a development release which I plan to make into the production
release in about a week.  It contains a bunch of new features, like:

* layout tab's add plots dialog finally allows a single-row plot to be
replaced with n by m small plots.
* support for bold and italic (<b> and <i>) in labels
* custom Jython editor actions now appear one level higher, making them
more accessible.

and bug fixes like:

* listings supported on GitHub filesystems.
* binary source can now read from files bigger than 2GB, provided only
2GB are accessed with each read.
* "add Tool" checkbox on scripts appears on both the source code and
parameters tabs.

This is the "devel version" link on autoplot.org, which has links to
several release types.
