release v2023a_10

I've made Autoplot release v2023a_10, which includes a bunch of fixes,
notably:

* Das2Servers sending 301 (redirect) messages are handled properly
* histogram editor panel had a bug in its regex, breaking it in most cases.
* More digits are shown in display data dialog when time resolution is
sub-millisecond
* Aggregation supported when CDF files within group are missing a
variable, as with MMS.

and new features, like:

* gently round CDF valid min and valid max properties, which had
numerical noise indicated by "9.999999999E30" instead of "1.0E31"
* Jython QDataSet setItem code detects case where all indices are scalar
integers, improving performance by using simpler code.

This is the production release at http://autoplot.org/jnlp/latest/,
where you can find installers for Windows, Mac, and Linux, as well as
the single-jar release.
