Autoplot release v2026_4

I've made a new production release of Autoplot.  This has one major bugfix, where I managed to break the "filter" in the URI history dialog, and this is working again (screenshot below).  This also has a major rewrite of the GitHub and GitLab support, and access tokens can be used to provide access to restricted GitLab repos.  Also, TRACERS ROI files are finally built-in, so these intervals can be accessed using the timerange GUI.
