new release coming, new website host

I've made a new development release, which is being served on a new web
server.  This simplifies the server by removing the mediawiki
documentation and serving it on GitHub's wikis instead, and release
downloads should be noticeably faster as well.  Give this development
release a try if you have chance, so I can be more certain the
production release will go smoothly.  (I'll be on vacation next week and
will probably not respond to emails.)

Note there's not a whole lot new on this release,
https://autoplot.org/devel/, mostly minor clean-up to PDS3 file support
and improvements to error messages on Windows.
