autoplot production release v2024a_1

I've made a new Autoplot production release, v2024a_1. Noteworthy
bugfixes include:

* GitHub and GitLabs support properly times out and will use cached
copies when server is down.
* "Break into stack of plots" action would hang because of mishandling
of locks.
* HAPI time ranges requested with millisecond precision, after we
noticed truncating milliseconds would cause requests to
https://vires.services/hapi to fail.
* clean-up of the add annotation and edit annotation GUIs.

And there are new features like:

* initial support for PDS3 Label files.
* Power Spectral Density and other functions added to filters.
* Click on canvas corner to blur focus, showing .vap file name again.
