update to the production release v2024a_10

I've updated the production release, so that it is now version
v2024a_10.  More noteworthy bugfixes include:

* "|magnitude()" will properly show the magnitude of a vector time series
* All CDF parameters are shown where support metadata is not available,
as with output from IDL and Python scripts
* Corrections to the addMouseModule command allows for
keystroke-generated box events.
* the data tab and layout tab are on by default with new installations
to avoid confusion.
* tools.xml is properly loaded again, with new installations.

and new features:

* Color chooser dialog with named colors subpanel has "find close"
button to find close named color.
* Remove old HAPI local cache code, put in support for external HAPI
cache mechanism.
