Thanks, do you use a firewall or do you block blender to access the internet. It seems the problem is that python is not able to access the following file from github which list the currently available recipes :

Can you access that link in a browser ?

A work arround would be to manually create the preferences folder. You can download the following archive autopack_preferences_cache. Unzip the file and move the directory autoPACK in C:\Users\james\AppData\Roaming\ . Restart blender and try again.
