Could you send the schedule of the dexterous tool in a MS Project
format.  We have an IMS for Joe's programs so we can track all his
deliverables from one single point.  As for the proposed name, we really
haven't discussed that further than the Joe's comments during the kick
off meeting.  I'll make sure to bring it up tomorrow upon Joe's arrival
to the office.

Thank you for your email. We're lucky the weather here continues to be

Please find attached the kick off presentations for the two projects,
and my notes on the follow on tasks.   Also attached is the project plan
for the dexterous tool task.  I think we have the EA Pad program in
Project, although the detail is not much more than is shown in the
attached slides.

I believe the design review is still scheduled for the 24th.  I will ask
Tom or someone on the design team to confirm the details with you.
Unfortunately, Tom's mom passes away a few days ago.  I am not sure if
this will affect the schedule, but I will let you know.

Just out of curiosity, I suggested TAURUS as the name for the dexterous
manipulation tool, playing on our discussion of it as the horns on a
bull.  Any reaction on your end??

California Telehealth Network - nation's largest - gets green light

 Federal and state government and medical officials haveofficially thrown the switch on the California Telehealth Network (CTN), the nation'slargest effort to provide broadband-based specialty care in medicallyunderserved rural and urban areas. The $30 million project, co-funded by the Federal Communications Commission's Rural Health Care Pilot Program, and public and privatesources, will connect more than 800 Californiaclinics and hospitals to a statewidemedical-grade network of healthcare and emergency services by 2013. Thepeer-to-peer network will enable providers to share X-rays and other diagnostictests instantly, and view treatments and procedures from afar in long-distanceemergency
 rooms or surgical centers in real-time, according to Sandra Shewry, presidentand chief executive officer of the Center for Connected Health Policy. The CTNwill also link to 68 other networks in the nation and serve as a model forother networks as they are funded and come on board, according to stateofficials. Gov.  Researchers have succeeded in controlling an embryonicheartbeat using pulses of light. The process could result in a betterunderstanding of heart development and congenital heart disease, and eventuallylead to new types of optical pacemakers. Artificial pacemakers normally useelectrodes to deliver regular, "paced" electrical impulses to the heart muscleto keep its beats consistent. They are considered safe in the short term butcould damage the heart if used for decades. As they changed the pace of the laser pulses, theheartbeat shifted to match. This type of

 The human heart's own sound can diagnose heart failure--anda new technique may help physicians actually hear those sounds. According to astudy by University of Cincinnati emergency medicine physician Sean Collins, acousticcardiography, a new technology combining a 12-leed ECG with cardiac acousticdata, can aid physicians in detecting the hard-to-hear S3, an abnormal thirdsound in the heart's rhythm strongly associated with cardiac disease and heartfailure. This ultimately increases the accurate diagnosis of acute heartfailure in certain subsets of patients,according to Collins. The study found that use of acoustic cardiographyimproved diagnostic accuracy by 22 percent, or to about 70

AustralianLabor Party offers $418 million plan to create national EHR policy

 Australia's Labor Party has proposed allocating $418.7 million (USD)over two years to develop a national electronic health record (EHR) policy. Initially,three general practitioner networks in Brisbane,the Hunter Valleyand Melbourne will receive fundingto implement EHRs and unique healthcare identifiers for patients, providers andhospitals, as well as electronic discharge summary and referrals systems. Allthree have expertise in health information technology. Australian MedicalAssociation President Dr. Andrew Pesce said the investment would assist doctorsto better use communications technology to provide services to patients whowould otherwise have limited or no access to the services.

Useof health IT services could save hospitals $40 billion annually

 Implementing and using health information technology strategiescould save hospitals up to $40 billion annually by increasing efficiency andreducing paperwork errors, according to a report by consulting firm McKinsey& Co. But hospitals must "rethink approaches to governance andchange management; radically simplify IT architecture; and take a methodicalapproach to the planning and execution of large-scale IT rollouts," the reportnotes. Implementing new health IT will cost hospitals about $80,000 to $100,000per bed on average, although federal incentives will offset 15 percent to 20percent of that cost--if hospitals act quickly. They can completely recover theirinvestment in two to four years
 if the rollout is done well, according to thereport.

 Even doctors who are close to retirement are consideringadopting electronic health records (EHRs) because of federal incentives--andthe penalties for not implementing them, according to a report inAmerican Medical News. Beginningin 2011, physicians who demonstrate "meaningful use" of EHRs can qualify for upto $44,000 in Medicare incentives over five years or $64,000 in Medicaidincentives. They can also avoid losing up to five percent of those incentives ifthey adopt the systems before 2015. And, EHRs could be a great selling pointfor physicians should they sell their practices when they retire, akin to solarenergy upgrades in a home. But experts note that EHR adoption requires asignificant
 financial investment and is not guaranteed to instantly add valueto a practice. A lot depends on how close retirement is for the physician:someone 8 to 10 years from hanging it up may want to make the investment, whileanyone with less than 3 years to go is likely to forego the idea.

Onlinespeech therapy gets boost with Department of Education funding

 Presence TeleCare, provider of online specialeducation services, has received two grants from the U.S. Department ofEducation totaling $175,000 to help it address a national shortage ofspeech-language pathologists. Although every U.S.public school is legally required to provide speech-language therapy servicesto eligible children, the lack of available therapists is causing some schools togo for periods without one. "When you go for months not providing speech therapyservices, it gets very stressful knowing you are not meeting the requirementsyou are legally obligated to provide," Sherrie Hutchinson, a California SpecialEducation Director and Presence TeleCare partner said. Mosthospitals can't meet federal data reporting guidelines for EHRs

 Hospitals are scrambling to meet new "meaningful use"requirements for electronic health record (EHR) systems--and qualify forfederal incentives--but most are currently able to present only one-third ofthe data required to meet the first stage of the meaningful use rule, accordingto a report by technology consulting firm CSC. Even hospitals thatdiligently installed core EHR systems that meet data capture requirements for theinitial part of meaningful use (Stage 1), probably have only 35 percent of theinformation necessary for the 15 required hospital quality measures, accordingto "Hospital Quality Reporting: The Hidden Requirements of Meaningful Use."That's bad news for facilities that have
 lagged behind in implementing EHRs,which must be in place by 2014 to avoid penalties. "The basic message is that aminimalist approach to Stage 1 meaningful use will not position any hospitalfor a future that includes healthcare reform, value-based purchasing, andincreased cost pressures and transparency," report co-author Jane Metzger said.

           Federal and state government and medical officials have  officially thrown the switch on the California Telehealth Network (CTN), the nation's  largest effort to provide broadband-based specialty care in medically  underserved rural and urban areas. The $30 million project, co-funded by the Federal Communications Commission's Rural Health Care Pilot Program, and public and private  sources, will connect more than 800 California  clinics and hospitals to a statewide  medical-grade network of healthcare and emergency services by 2013. The  peer-to-peer network will enable providers to share X-rays and other diagnostic  tests instantly, and view treatments and procedures from afar

           Researchers have succeeded in controlling an embryonic  heartbeat using pulses of light. The process could result in a better  understanding of heart development and congenital heart disease, and eventually  lead to new types of optical pacemakers. Artificial pacemakers normally use  electrodes to deliver regular, "paced" electrical impulses to the heart muscle  to keep its beats consistent. They are considered safe in the short term but  could damage the heart if used for decades. In the new process, scientists  placed an infrared laser fiber one millimeter above the developing hearts of  two-day-old quail embryos. As they changed the pace of the laser pulses, the  heartbeat
 shifted to match. This type of stimulation "has the potential to be  used all the way from basic research to clinical applications," said study author  Michael Jenkins, a postdoc in bioengineering at Case Western Reserve University in Cleveland.            The latest team of surgeons and other medical practitioners  to go to Haiti and lend assistance to earthquake survivors includes a  robot trained to do work far from home. Equipped with multiple cameras and  Internet transmission capability, VisitOR1,  which arrived in Port-au-Prince on Aug. 12 with the surgical team, will allow doctors  elsewhere to witness on-site medical procedures and offer advice if needed. "It's  like telemedicine, like a highly sophisticated version of Skype," said Kevin  McCormack, media relations manager for California   Pacific Medical Center in San    Francisco, one of two  facilities supplying medical personnel for the trip.            Scientists at Tufts   University have created a small  antenna from liquid silk and micropatterned gold that can spot specific  proteins and chemicals in the body, and wirelessly alert doctors to signs of  disease. Such an implant could one day help diabetics track their glucose  levels without having to test themselves daily. Historically, silk has been  used for everything from clothing to body armor. Making an implant out of the  material seemed logical: within the body, silk can conform to any tissue  surface, and, unlike conventional polymer-based implants, can stay in place  over a long period without adverse effects, according to Fiorenzo Omenetto, professor of biomedical

           Even doctors who are close to retirement are considering  adopting electronic health records (EHRs) because of federal incentives--and  the penalties for not implementing them, according to a report in <em>American Medical News.

And, EHRs could be a great selling point  for physicians should they sell their practices when they retire, akin to solar  energy upgrades in a home.            Presence TeleCare, provider of online special  education services, has received two grants from the U.S. Department of  Education totaling $175,000 to help it address a national shortage of  speech-language pathologists. Although every U.S.  public school is legally required to provide speech-language therapy services  to eligible children, the lack of available therapists is causing some schools to  go for periods without one. "When you go for months not providing speech therapy  services, it gets very stressful knowing you are not meeting the requirements  you are legally obligated to provide," Sherrie Hutchinson, a California Special  Education Director and Presence TeleCare

           Hospitals are scrambling to meet new "meaningful use"  requirements for electronic health record (EHR) systems--and qualify for  federal incentives--but most are currently able to present only one-third of  the data required to meet the first stage of the meaningful use rule, according  to a report by technology consulting firm CSC.
