How to set open new window permission programmatically?

Hi, I am trying to create a flow to set the "open new windows" permission. However I don't know where is the setting. 

I tried cmd, appops and system settings but I can't find it. Any one knows where I can find the permission? 

I'm running miui 14.0.4. Or can someone point me to where I can find the permissions in "other permissions.jpg"?

That's a custom permission/setting for Xiaomi devices, so it can probably not be granted/enabled using the standard Android API/tools.
