Is it possible to proceed through the Time Await block immediately if this block is reached AFTER its intended time? For example, the programmed time was 3:30 PM, but the device was rebooting at that moment and started up at 3:32 PM. In this case the fiber stays at this block forever, requiring a manual restart.

It should proceed immediately after device startup if the time it was waiting for has passed during shutdown.
Every time the block is entered/executed/it will await the upcoming/next specified time, otherwise fail, e.g. if a past year was set.

Block still could not complete at startup you could use Catch fail block if sometimes that happen.
