If I need to copy a file from one Google Drive to another Google Drive account do I have to download the file to my device first and then upload or I can do it straight from one account to another account?

Currently the only way is to download then upload. A copy & move within the same Google Drive is a feature already on the to-do list. I doubt it's be possible implemented copy between two Google account due to how their API handles authentication.
