Trusting your request is for decimal places in IDW (drawing template).
On the dimension you wish to change the decimal places, RMB (right Mouse
Button)
'Tolerance' in precision select the desired decimal places.

If you need to change the decimal places for all new dimension you have
to create a new 'Dimension Style'
Format > Dimension Style > New >
(this will make a copy of the existing style, you re-name it to whatever you
care)
Within this new 'Dimension Style' define the decimal places and other off
standard
changes. > Save
Make sure in 'Style Name' the new dimension Style is showing, > Close

So if your thru hole dia. is 3 decimal places then the counterbore depth
must be 3 plcs as well. There is no way to change them individually without
hiding the text?

Yep, you have to hide the text if you need difference decimal places.
