Mouse and Digitizer on R14

Background: I have been running my digitizer (Acecat II) on R12 (Win) for
several years, drawing the lines, etc., with it in my right hand, while
picking commands on screen with the mouse in my left hand. This works very
efficient for me.

I am running Win 95, and am using the Acecat II with a stylus.

Challenge: In R14, I can get it to operate in competition with the mouse,
but not separately. How can I replicate my operating mode of R12, where
there is both a cursor and crosshairs active simultaneously?
