Refresh Rate is probably the single most important aspect of a monitor. The
higher the better! VESA recommends a resolution that supports a minimum of
75Hz refresh but they prefer to see people running at 85Hz. 75Hz is the
threshold where the visible video bands dissapear and at 85Hz you should not
see them at all. These video bands scroll from the bottom towards the top
and you can see them from your peripheral vision as opposed to straight on.
If you've ever seen a TV show showing a PC monitor, those are the bands I'm
talking about.

Monitors are presently classified by Measuring their Horizontal Scan Rate.
They range from 31.5kHz to 115kHz.
31.5kHz will display 640x480@60Hz
There are also 54 and 60kHz montiors but we don't care about anything
below 70kHz.
70kHz can display 1024 @ 75Hz to 88Hz
86kHz can display 1280x1024 @ 81Hz
95kHz can display 1600x1200 @76Hz
107kHz can display 1600x1280 @ 80Hz or higher
115kHz can display 1800x1440 @ 77Hz.

You'll find that the pricing breaks follow these generalities. The actual
refresh limits may differ slightly by monitor Mfg., Video Adapter and Mode
settings. These settings are for Philips brand monitors. Hope this helps.
