How To Put Compass/Fractions/Numbers On Screen

Does anyone know if it is possible to put the compass rose, fractions and
number key pad (area 3 of the tablet) on screen as a resident toolbar? If
so, I'd sure appreciate the info on how to do it.

Also, does anyone know how to LOCK on screen tool bars. It seems all to
often I grab the tool bar while working and pull it out into the drawing
area.
