Whenever I add vector elements or revise raster elements, the changes
are not updated on the screen until I do a regen or move the raster
image to the back (display order). Even after I move the raster image
to the back, I still have the same problem, where the vector images go
behind it and are not visable.
What can I do to PERMANETLY move the raster image to the back, so that
all the new vector data will automatically go on top? Also how can I
get the raster changes to be updated on the screen immediately, without
having to do a regen?

The best that I can tell you is that when I insert a raster image with
straight AutoCAD Release 14, any vector entity that I draw over the top of
it stays on top unless I use DRAWORDER to specifically move it to the back.
In other words, AutoCAD behaves as you describe that it is supposed to in
your post. I am not familiar with the add on package GTXRaster CAD v4.5, but
it sounds like there is something going on with it that is making raster
entities behave strangely in AutoCAD- perhaps this is how GTXRaster CAD is
designed to work?
