It's even easier than that, set VISRETAIN=1. This will preserve your layer
settings, and I might add, almost to a fault.

You need to have the VISRETAIN system variable set to 1 in the drawing
in which you have the files referenced. This will keep layer states
(as well as color and linetype) from updating when the reference file
is loaded.
By default it is set to 0. Go figure. Sort of like MIRRTEXT. Oh, yeah,
