What kind of operation are you doing when you notice the short freeze-up,
and what is it that's freezing up? The crosshairs?
Do the freeze-ups happen, like, every several seconds?
Are you using running osnaps?

I asked the question because I've had similar short intermittent freeze-ups
in some drawings too. I finally found a setting that seemed to stop it.
Previously, when it seemed to get really bad, I would w-block out the whole
drawing, and open that up to continue working without any hiccups. This
only worked for files where there were no multiple layouts like base plans
and such.
Then, I found that mystery setting.
In the Options dialog, in the "User Preferences" tab, the "Object Sorting
Method" area - what is the status of the "Object Snap" box?
If it's checked, uncheck it and see if that helps. That's what helped me.
If it's already unchecked, then it's beyond me.
