Is there a way to explode SPLINE elements to either arcs or lines ????

You could saveas R12 DXF, then open the new file. This would convert
splines to plines, which could then be exploded. Not pretty, but it should
work. There are also third-party programs to do this. Go to:
http://www.dotsoft.com/freestuff.htm and look for "SPL2PL.VLX".
