.dsc files and long layer names

I am trying to create a .dsc file that supports layer names that are 16
characters long but whenever I import a point file, everything comes in on
the current layer. Does softdesk 8 have any conflicts with long layer names
or is there something else I'm overlooking?

I am not sure what the limitations are regarding the number of characters
for a layer name, but as a test I created a few description keys with a
layer name that contained 21 characters and the layer was created fine. How
did you edit or create you description key file ? It may not have the
proper format, did you try creating a description key in the drawing using
the description key>add key command? If not, please do so.
