Scroll to top/bottom nonfunctional

You used to have an option for scroll to top/bottom, but now it looks like it's just a set scroll amount. However, maxing out the scroll amount changes nothing about the distance it scrolls. It looks like it only registers around 8-10 out of the max of 250. Anything above 10 only scrolls up/down 10 wheel notches. Anyone have a workaround / support can you fix this?

Have you tried mapping Home and End keys (synthetic input if needed) which on a normal full keyboard essentially do the same thing?
