I need the clicker to refresh the page, check the time in point 2.

and if the time on the computer and point 2 coincides or differs by at most a minute, he clicked to point 1.

You need to create configuration whose url matches this above page.
Create action whose Element finder point to button and leave the value field blank,
Now add addon for that action using three dots

Within Addon
 - Element Finder points to the time.
- Condition
- value which you want to compare to.

Try new Date().getUTCHours() in element finder field. To get the UTC Hours . For more functions refer
