how to automatically refresh page if still at the page for 10 seconds

If the add to cart is not available the page will remain on the product page but if add to cart can clicked then it wont be at the idle page(product page)

I tried the refresh if xpath is not available page will refresh but its not refreshing...

anyone got a solution?
