[patch 5/6] implement crypt(3) passwords in HtPasswdChecker

This is currently a linux-only feature because Python's crypt module is not
available on Windows. But crypted passwords work.

There is fcrypt (http://home.clear.net.nz/pages/c.evans/sw/) but it seems
to be unmaintained. Maybe we can resurrect it and include the library
directly into authority?
