encoding problem when generating docs (svn trunk)

I've open a ticket on Trac (http://authkit.org/trac/ticket/40). I
believe James is on this list so that he can be notified.
$ python setup.py pudge

form.py - <type 'exceptions.SyntaxError'>: Non-ASCII character '\xd8'

encoding declared; see http://www.python.org/peps/pep-0263.html for
