Attribute table behaviour set to "Show all features", but tables default to "Show features visible on map"

Hi all, as per the subject line, Attribute table behaviour is set to "Show all features", but tables default to "Show features visible on map". This has persisted over a couple of versions, currently in V 3.40.7.

Any ideas how to fix this?

Hi Andrew
1. What version of QGIS are you using? 
2. Can you change the option to 'show all features in the table' at the bottom of the table? Close it and then open it again? 
3. Is the dataset large?
