My 2c: The conference will be loaded with talks, so I reckon we should lean towards participatory (hackathon, strategy, writing docs, lodging bugs, feature requests, etc), though maybe a preso or 2 could help set the scene. The type of programming will have an impact on who comes. My thought would be to attract those who actively participate with QGIS (and those who want to), by focusing on productive hands-on activities.
It would be good to know if we can access a space at UTAS or elsewhere. If we need to hire a space, perhaps we could ask OSGeo Oceania for a grant. Or, failing all that, head to the pub :)
