Base map obscuring layers listed above it

I'm having a problem with layers (usually the base map) obscuring layers listed above it.  When I first start working, everything's fine i.e. I create or open a shape file, add another layer, and all's well.  However, at some point, and I haven't worked out the common denominator, one or more of the shape files disappears behind the base map.  The order hasn't changed in the list.  The only way I can fix it is to remove the base map and then add it again.  Every then goes back to normal until the next time.......

Hi Mark, that's pretty weird.

Maybe check on the order of the layers in the Layer Order panel? I haven't really used it, but I understand it overrides the drawing order of your layers if you have "Control rendering order" checked in the Layer Order panel.

They're in the correct order in the panel.....
