This is to inform that a new QEP (https://github.com/qgis/QGIS-Enhancement-Proposals/pull/351) has been opened earlier today formalizing the discussion around the revamping of the welcome page into a proper QEP.

Much has already been said about this on the related issue (https://github.com/qgis/QGIS-Enhancement-Proposals/issues/327). If people have more comments, please feel invited to drop them into the QEP pull request during this discussion period.
