I would hazard a guess that Steven Hillier (heads up research at COS) would be able to shed some light on this. He's been in this area for years. The city's floor space survey and 3d building stuff is amazing.

Looks like the inspections are contracted to Infrastructure Management Group Pty Ltd, I wouldn’t be surprised if IMG did any customisation in house, they are heavily into R&D for there inspection vehicles and software.
