3D model including sub-surface data.

I want to create a 3d model of White Bay in Sydney. I can use the standard DEM to create terrain and derive elevation but I also want the contours under the water. I can find depths mostly as points on historical maps but how would I incorporate them into an overall model so I can show how the terrain influenced the use of the Bay.

 

Any ideas?

Iain, one data source is the Hydrographic Office from which I obtained data some years ago to create bathymetric models for tsunami studies. 
The port authority was another source but I was in govt then and this helped. The NSW mapping authority may have data.

I find Elvis is great for elevation and it can include Bathymetry data -
