Hi Ben,
Try importing the dxf file using “Another DXF importer” plug-in. This will give you more options and should bring in the file into correct location in xyz. Once in to QGIS you should be able to save as a geotiff or ers grid file.

Have you tried using the “Vector Geometry” > “Set Z Value” from the Processing Toolbox?
