Force showing all labels with no overlap?

Hi everyone, 

Working with some long callout labels and hoping for tips. QGIS omits labels and we need to see all of them. Have turned off scale-based. Issue here is that playing with the overlapping label settings turns off labels. Please see screenshots- hope you get the idea. Any help would be appreciated, thanks

Never Overlap:

Lots of labelling was recently supported by the fols at Rubicon - here is the blurb

if you press on the labelling rules - you can have some playing with them

Try labelling 20 points where images were taken from to record a site then move about 10m and another 10 ….etc.

Labels are a nightmare even with callouts and simple numbers.
