Have you used a stand alone installer or osgeo? It may be an incomplete data library.

I am trying to merge a (large) number of GeoTiff grids (NASA ASTER) but I
keep hitting the same error: *The process failed to start. Either the
invoked program is missing, or you may have insufficient permissions to
invoke the program. *This error also appears for other functions such as
VRT or Index creation. Is this just an indication that I am trying to merge
too many tiles? any suggestions on how to get around this or solutions
greatly appreciated.

Hi Bryce,

I used the stand alone installer. I can get it to merge a small number of tiles, eg 2 or 4 so I presume the tool to be installed ok.

Hi Paul,

I have had similar problems with raster reclassification(SRTM DEM tiles) before, and after installing the OsGeo4w installer and restarting, that fixed the issue.  Not to say this will be your case, but this might be a solution.

I have had problems trying to process large numbers of raster files in QGIS also, although haven't been getting the same error messages that you have. I find that using GDAL directly at the command prompt seems to be a lot more stable and give a better indication of progress than using it in QGIS. If all the files are in the same folder, *.tif (for example) can be used to select them all as input for the command.
